Suing question:

We own a flat but the managing agents have told us we need to lay carpets within 28 days or face legal action. We currently have wooden floor but rugs covering them. Our lease states we must have "carpets or such other suitable floor coverings to the floors". Can we tell them we do not agree with the request as we have suitable floor covering, or will they sue us.

You probably own a leasehold flat so in order to answer the question you will need to look at the terms of the lease if you have one. If that says you must lay carpets within so many days then that is what you must do.

If it says nothing then you should look at any management company agreement. Most leasehold flats in a block will have a management agreement. If that says you must lay carpets within so many days then that is what you must do.

Even if those documents don't help then you must always be careful not to cause a nuisance to adjoining owners. If you are very noisy because of the lack of carpet then the managers might be able to take action. Ask them to explain exactly why they say you have to put down the carpets.
